求英语水平比我高的给理解理解这怎么回事情

事情是这样的，我在EBAY上卖了一个东西给买家。买家已经通过BANK DEPOSIT汇款给我，但是是要通过一家叫 Nochex Bank Transfer™. 转帐过来，但是目前我帐户上没有任何反映。但是NOCHEX要求我通过WEST UNION退款给买家（我已经和买家商量好退款的）。 可帐还没有到怎么叫我退 ？ 这是不是有欺骗行为 ？ 大家帮忙理解理解这下面具体是什么意思 ？

那个买家根本就没有打钱给你，你看看那个Nochex Bank Transfer的邮箱地址，应该不是官方的邮箱地址。那个通知你买家已经打款的email应该是伪造的。好好想想，不会有天上掉馅饼的事的。类似的事情我也遇到过。

只要是尼日利亚的，绝对是骗子，eBayer都知道。
我之前S5也被一尼日利亚人给买了~后来报了Fraud conduct
