      Congratulations on passing your road test!
      First, there is absolutely no way that you would get penalised due to incompetent English. This is a road test, not an English test. If you failed the first time, it has to be driving-related errors. And to be frank, it is not easy to not make any mistakes in driving. For instance, the 5 seconds rule, a very simple rule that most people neglect and don't signal for 5 seconds before they change their directions. People don't realise that they are actually losing marks for not performing the 5 seconds rule. You would have been told of the mistakes that you made at the end of the test.
      Second, most of the asian driving instructors speak fluent English including those from China, Taiwan, Malaysia, etc. This is Australia, so it's probably best to get the language well practised before even going for driving lessons as all the signs and communication has to be in English.
      Lastly, if your son-in-law specialises in English, he would have easily understood most of the English speakings regardless the person's country of origin. Even a normal person who hasn't got English background would understand the accents from different countries.
      The conclusion is, be thankful and never ever put a blame on the others just because you failed the test due to the so called poor English as you were doing a driving test, not an English test.
